Windows cross compile #46

Just in case some people are having issues with cross-compiling from Linux, the mxe repos (at http://pkg.mxe.cc) are down, but they have re-compiled it on a mirror, see https://github.com/mxe/mxe/issues/2253#issuecomment-449646901

I think i've fixed windows build in CI.
