[BUG] SDK not showing up in the toolbar. #336

Describe the bug

SDK constantly fails to load, even though it previously was able to load properly every other instance of using VCC. Two other people I know are also having this issue.

Uninstalling and reinstalling does not fix the issue.

To Reproduce

Load VCC. SDK in the toolbar.

Expected behavior

SDK is not present to select and log in to the platform to upload content.

I have same issue here... Unity 2019.4.31f1 VCC 2.1.3

A1.remake new project many times, A2.drag VRCSDK to project = no tab A3.restart unity, VRCSDK3 tab only shows "refresh"

B1. Use VCC avatar template B3.start unity, VRCSDK3 tab only shows "refresh"
