[BUG] VPM CLI doesn't support legacyPackages #360

Describe the bug

Current latest VPM CLI v0.1.16 doesn't support legacyPackages

To Reproduce

  1. upgrade VRCSDK Worlds of project with UdonSharp to 3.4.0

Expected behavior

UdonSharp should be removed

I already noticed this problem on release of VCC 2.1.3 but I found several bugs so I planned to notice after releasing fixes. sorry for late

Sorry recent 0.1.18 release fixed that.
