[BUG] Update from 2.1.5 -> 2.1.6 fails with "Access denied" error #376

Describe the bug

The error in the screenshot occurs when trying to upgrade VCC from 2.1.5 to 2.1.6. I suspect the installer isn't closing the VCC application properly.

Note that the VCC application cannot be closed using its normal UI at this time.

To Reproduce

  1. Upgrade from 2.1.5 to 2.1.6 from the in-VCC upgrade UI

Expected behavior

VCC should upgrade successfully.
