Even when a project has no dependencies on the VRChat SDK, VCC will try to suggest upgrading it to Unity 2022.
This is not appropriate for non-VRChat SDK projects.
Some VRChat projects do not need to depend on the VRChat SDK (i.e. VRChat projects that focus on non-avatar and non-worlds parts such as MIDI transmission / OSC transmission / OpenVR projects) and therefore should be able to have a separate Unity version lifecycle that is independent to regular VRChat SDK projects, with tools distributed on VCC.
To Reproduce
Create a Unity project in Unity Hub
Add the Unity Project to VCC so that it shows as an Unknown project
In Manage Project, add VCC packages that don't depend on neither VRChat Worlds nor VRChat Avatars SDK
In Projects, the green button suggesting an update shows:
In Manage Project, a banner suggesting an update shows:
Expected behavior
The button shouldn't be green to suggest an update, and the banner to suggest an update should not show.
