[BUG] In Manage Packages page, Package Resolver's version list is sometimes not shown correctly

Describe the bug

Same as title. Sometimes it happens on the Unity2019 project page, sometimes on the Unity2022 project page. Also sometimes it does not happen, so the conditions are not very clear.

The version list of VRChat Package Resolver Tool is visible just after opening VCC. It becomes invisible after reloading the package list. The following conditions are known.

• If user repositories are not displayed, uncheck the "Local User Packages" checkbox and reload to make them visible.
• If user repositories are displayed, uncheck the "Curated" checkbox and reload to make them visible.
• In other cases, it will stay invisible.

To Reproduce

1. Open Manage Packages page of some project
2. Make sure "Curated" and "Local User Packages" are checked
3. Reload Packages
4. The version list of VRChat Package Resolver Tool are invisible, and we can just see the installed version.
