[FEATURE] Upgrade to latest compatible version #446

Is your feature request related to a problem? Please describe. I'm going to drop 2019 in the feature in some minor version but I want to keep supporting 2019 in patch version. However, the VCC doesn't show the latest compatible patch version.

Describe the solution you'd like A clear and concise description of what you want to happen.

Show latest compatible version of package instead of the latest incompatible version.

Describe alternatives you've considered A clear and concise description of any alternative solutions or features you've considered.

As a avatar tool developer, I want to keep supporting (bug fixing) older SDK with older minor version and drop 2019 with latest minor version.
