[FEATURE] [CLI] Add command to toggle `showPrereleasePackages` on and off #466

Is your feature request related to a problem? Please describe. When setting up the Creator Companion via the CLI to use prerelease packages, the only step you can't do with the CLI is turning on the showPrereleasePackages flag.

Describe the solution you'd like vpm prerelease true or similar.
