Limit application geographical coverage

We need to move settings that govern geography of reported problems into a config file (e.g. if we are only covering Ukrainian problems then users should only be able to create reports with Ukrainian territory + maybe 50 miles into territories of neighbouring countries). The area has to be a polygon, definitions of polygons representing country borders may already be available, so we can supply them pre-built into the system

For now, just limit map scroll and zoom to only cover Ukraine in both maps
