A couple fixes with merge 9fb3155159 before pushing new version.

add build.bat for windows (probably call it build-win.bat and the current one build-nix.sh)
drop the /bin folder. No real point in keeping it since I'll just upload new builds to github
maybe just bump the version to 10?

Chnages were done and v0.6.2.3 was released.
