As a Product Owner I want that the Service Metadata Protocol response messages are correctly setting Content-Type so that the type is not indicating wrong kind of data

Problem Service Metadata Protocol requests are returning wrong Content-Type header in response message. The type should be "text/xml" but is now incorrectly “multipart/related; type="text/xml". “Multipart/related” type is indicating the attachment is included to SOAP message but this is not the case: Service Metadata Protocol responses are normal SOAP messages without attachments.

Acceptance criteria

• Service Metadata Protocol requests are returning correct Content-Type header 'text/xml;charset=UTF-8' in response messages
