Problem New X-Road public repository (https://github.com/ria-ee/X-Road) is missing guidelines how to contribute to the X-Road project development. By implementing this ticket a new guideline is created and published so that high quality pull request can be created (and expected) from open source community members.

Github has own recommendation guidelines how to made a proper guidelines for repository contributors: https://help.github.com/articles/setting-guidelines-for-repository-contributors/

Github's guidelines can/should be used as a basis of creating this new guidelines for X-Road public repository.

NIIS institute will write the guideline documentation for how to contribute to the X-Road project development in the future. No need to keep this issue open -> closing it.
