As X-Road operator I want that the User Interface of Security Server can be operated with Read-Only user rights so that there is no rights to change anything (but only view) #122

Problem Read-only user is needed for example when external load balancing is implemented and there are a punch of slave Security Servers in the load balanced cluster. Slave Security Servers in the cluster must not be accessible via UI in way that something could be changed. But still there should be some way to look at status (diagnostics etc.) of a slave Security Server. By implementing Read-Only user to UI it is possible to view individual Security Server's status and at the same time make sure that nothing cannot be changed via UI.

Prestudy of how Read-Only user could be added to UI has been earlier made (in Finnish only) https://confluence.csc.fi/pages/viewpage.action?pageId=65913272

Based on this prestudy, Read-Only user is implemented.
