As Security Server administrator I want HSM (Hardware security module) to support clustering

Problem Security server fails to use the token when HSM serialNumber changes (and that happens when connection is balanced between different HSM cluster nodes).

Additionally security server fails to restore connection with HSM after network outage (See issue #88)

Acceptance criteria

• Security Server is able to use HSM cluster
• Security Server is able to restore connections to HSM devices
