As a Security Server Administrator I want that socket related parameter values in Proxy.ini are set also to default values in SystemProperties class so that values are identical

Problem Some socket related parameter values were changed for a short time ago. The changes were made only to Proxy.ini file but they should be set also to SystemProperties.java file.

Additionally RHEL packaging has some errors when setting these parameters values. During the work of this ticket also RHEL packaging functionality is fixed to contain correct default values for these parameters.

Acceptance criteria

SystemProperties class has same default values as in Proxy.ini
RHEL packaging sets default values for these parameters correctly
