As a Product Owner I want that system parameter document is improved to contain separated country specific data and terminology document is updated so that X-Road documentation quality gets better

Problem Working Group meeting at 12.10.2017 in Tallinn agreed that following documentation impovements are done:

• Drop estonian descriptions
• Have terms in english and explanation of the term only in english.
• Define central server and configuration proxy (explanation is missing currently)
• Check through if any other definition and/or explanation is missing
• Add new section 'Terms and abbreviations' at the top of 'Index of X-Road Documentation" page (X-Road https://github.com/ria-ee/X-Road/blob/develop/doc/README.md). Add 'terms_x-road_docs.md' documentation link to under this section.

• Define table where vanilla param values are specified (currently existing column)
• Add column with packaging specific valuest. Prefix values with packaging flavours (ee, fi).
