Problem Operation Monitoring daemon currently uses schemaLocation: "http://ws-i.org/profiles/basic/1.1/swaref.xsd". This should me changed to a local file to avoid problems when firewall is preventing access to that file.

Acceptance criteria

A local swaref.xsd file is used.
