BUG: clientproxy_access.log and serverproxy_access.log writing not working with X-Road version 6.16.0

Problem Log writing to clientproxy_access.log and serverproxy_access.log files is not working with X-Road version 6.16.0. This bug is caused because of embedded Jetty was upgraded to newer version during the development cycle of 6.16.0 version and there is a known bug in Jetty 9.3+ versions related log handling component (logback component). Acceptance criteria

• Logging is working properly to clientproxy_access.log and serverproxy_access.log -logs
