Problem

Archiving messagelogs causes lasthashstep*.tmp files to pile up in /var/lib/xroad/. This is caused by legacy code as these last steps are now stored in the DB.

Acceptance criteria

Lasthashstep*.tmp files are no longer written in the filesystem
