Set Customer to be VIP #1

As an Administrator when editing a Customer have the ability to set them as a VIP with a checkbox. When pressing Save Changes receive a success message and the value is stored in the database.

Given there is a VIP ShopUser, as an Administrator when I edit the ShopUser I see Is VIP is checked.

As a ShopUser, when I am editing my personal details I do not see an option to set VIP status.

Once the translation file has been created this can be marked as Ready for Testing
