Uploaded related EasyConfigs to wip/228_EnergyPlus/, for versions 9.6.0 and 23.2.0.

@boegel These could both be submitted to EasyBuild, but I don't suppose 9.6.0 (released in 2021) is still relevant... Only submitted 23.2.0 for now.
