Various fixes for installing bazel in CI

Bumps the minor revision for bazel 0.13.0 to 0.13.1
Uses the now correct installer scripts as per: https://github.com/bazelbuild/continuous-integration/issues/269

Builds without an embedded JDK are no longer being built.
