Cannot interact with environment variable hover for terminals

The hover is shown like this, and mousing over it to dismisses the hover before my mouse gets there if I want to interact with any of the actions

-benibenj maybe we should have "safe triangles" for hovers out of the box, I hit this kind of thing really often across the editor
