[#20] Add linter #28

Main changes:

Increase ghc version 9.6.4->9.6.5
Add linter binary and linting step to workflows
Add Makefile for linter and autofix
Update CONTRIBUTING guidelines with the new makefile command
Fix code style warnings to pass hlint
