Support zone "cloudscale" for Object Storage invoicing #56

For bucket invoicing we don't want to use the cluster name, but instead the location of the bucket. This is because e.g. a cluster running at Exoscale could create buckets at Cloudscale, so for invoicing the location of the bucket is relevant, not the location of the cluster which requested the bucket.
