Added method to set the phone functionality (specially important when trying to put some modules into sleep mode)

Tested on SIM808.

Hello. Is there any problem with this PR? In my case is very useful to put the SIM808 in sleep mode.

I'm sorry, I've been working on other things for a while and haven't gotten this tested yet.
