Hours input HH:MM #185

Most of the fields with HH:MM cannot accept 02:15 but 2:15 is acceptable. Maybe the label should be changed to H:MM.

I think it's a bug, I don't see a reason it shouldn't allow 02:15... I will fix it. Thanks for the feedback!
