Is this a problem of webrtc source code or of webrtcbuilds?

Hi, thanks for this, it's a webrtcbuilds problem. Basically the last change that included packaging a now current dependency (abseil-cpp) needed to be conditional for older branches/revisions i.e. branch/66.
