Make the automatic clearing of the "Needs work" flag optional #550

If more than one person is working on a translation with Poedit, there is no easy way for the other participants in the translation to follow up on what strings have been added/changed. That happens because the "Needs work" (aka "fuzzy") flag gets removed for a string as soon as the strings gets modified from someone. And since all translated strings don't get sorted by a logic such as "last translated on top/bottom of list", there is no easy way to find out which are the last added/changed strings in the translation. That makes it harder to work in a collaboration on a translation project in Poedit, because if one person does the translation and the "Needs work" flag gets cleared then, another person whom for example does the spelling and grammar error check on the translation has a hard time finding out which are the added/changed strings that need reviewing.

Describe the solution you'd like

My suggestion as a solution to the problem described above is to add an option in Poedit which will make the program not to clear the "Needs work" ("Fuzzy") flag automatically. In such a case, the user will have to clear that flag manually (e.g. with Control+U) for the selected strings. That way, the flag can be cleared manually after the translation has been completed and reviewed by all members of the translation team.

Describe alternatives you've considered

A workaround that we at the bulgarian translation team for NVDA are now applying is to add a specific symbol to the beginning of each newly translated added/changed string by the translator. Then each member of the team searchs for those strings by looking for that specific symbol. FYI, the symbol that we currently use is the russian character "ы", because it is easy to enter from a standard bulgarian BDS keyboard layout. :-)

Coordination among a team is not the fuzzy flag's purpose. This is a job for a translate-and-review workflow, which Poedit doesn't yet support, and which would be cumbersome without some form of syncing. For that reason I am reluctant to add an option, and complicate the codebase, for the sole purpose of misusing some part of Poedit.

For the moment, you could probably get a better workflow by editing in Poedit, syncing to Crowdin (which is built into Poedit and has first class review workflow support) and doing the review part over there.
