Adding custom envars to monitoring functions #42

This PR will close #41, specifically allowing the user to export custom WATCHMENV_ variables that are added to any psutil task result.

Awesome! Now seconds are included by default, so we know how often the timepoints were run. https://github.com/vsoch/watchme-sklearn/blob/master/data/decorator-psutils-lle_embedding.json#L84
