Watcher Task Runner

The watcher task running uses multiprocessing to run one or more tasks in parallel. Specifically:

• Each task type (urls) defines it's own functions
• The watcher client puts together a list of functions
• The function is returned by the Task instance if and only if the parameters validate
• An example task: downloaded changes for a url:
  • download the url with requests.get, if successful, write to watcher task folder
  • if not successful - what action to take? (error log?) disable active status of task. Should there be retry?
  • each process should return whether successful or not to watcher runner
  • task running worker writes commit message with tasks run and statuses.
