Wouldn't it have been enough to remove it for debian but keep it for systems where it's working?
There are no particular problems with rmilter socket activation AFAIK, on Debian or otherwise, (unless you want to use TCP sockets)- it was removed so as not to be different to rspamd. Having different behaviours on different platforms/for different packages increases support burden.
Debian package does not restart correctly on upgrade at the moment (tested on Jessie)- seems to be related to this issue: https://github.com/systemd/systemd/pull/896 - I am not sure how to deal with it. Will come back to this. After initial manual restart it's fine. CentOS is fine.
