Down Arrow button doesn't do anything #46

Browser: Google Chrome Platform: OSX 10.11.6

Steps to Reproduce:

  1. Go to https://tripplanner.vta.org/
  2. Look on the bottom left.

Actual Results: The down arrow button on the "Help me Choose" bar doesn't do anything screen shot 2016-09-22 at 2 39 45 pm

Expected Results: It should hide the bar.

This still occurs - moving to sprint for resolution
