Short routes (within the distance of two stops) shouldn't offer any transit options #47

Browser: Google Chrome Platform: OSX 10.11.6

Steps to Reproduce:

  1. Go to https://tripplanner.vta.org/
  2. Select for "From": 1033 Heatherfield Ln, San Jose, CA 95132, USA
  3. Select for "To": 1064 Wilsham Dr, San Jose, CA 95132, USA
  4. Start Routing

Actual Results: Transit options are available for something that should only be bike-able.

Expected Results: No transit options should be available.
