SCTE-35 streams support #13

SCTE-35 streams recognition has been added to v0.2.4, as well as 'cue_identifier_descriptor' support. Full parsing is expected in the future releases

v0.2.5 has a parsing of SCTE-35 commands. The only remaining thing I see here is splice_descriptorsupport, but it looks that it doesn't use very often, so probably should be tracked in a separate issue.

According to telemetry, users do have streams with descriptors
