Missing shipping method labels on checkout page

What steps will reproduce the problem?
1. Go to admin/countries, click on a country

What is the expected output? What do you see instead?

The shipping methods don't have labels, see attached screenshot.

What version of the product are you using? On what operating system?

I also don't see labels for the countries on the Edit Shipping Method page, see
attached second screenshot.
