Enable CLI commands to receive a path argument #2370

What's the purpose of this pull request?

As an effort to ensure that FastStore can be run from an arbitrary path.

How it works?

Declaring the path args for all the commands, with the default as process.cwd(). This path argument will be used to construct all paths with the withBasePath closure.

How to test it?

TBD.
