chore: make sure that lockfile is always up-to-date #1548

When working with monorepos, sometimes we might pull changes from a different package that contains the installation of a new package. If this happens and we don't reinstall packages locally, we might introduce inconsistencies to the lockfile and break the pipeline. This happened a couple of times while receiving contributions on https://github.com/vtex/admin-platform. Also, fixes the codeowners tag.
