Also, I wouldn't mention the template for now, at least for design, since we don't expect users to open an issue with a finished solution

I agree that we don't expect a finished solution, but I think it would be good if our users open a solution proposal in the shape that we expect. This way is easier to understand the proposal and it won't be necessary to rewrite everything from scratch. What do you think?
