Localizing more text entries, fix Vtuber filtering bug, add vtuber settings filter #858

What has been done:

Added tons of new localization messages (all other languages except English and Vietnamese need to be updated)
Added constant files to keep track of common variables (in this case, VSTATS_DISCORD_URL)
Fixed a bug regarding to Vtuber filtering (Channel Stats Page)

UPDATE (as of April 27th, 2024):

Added Filter feature in VTuber settings, first included the "Show retired VTubers" filter - unchecked by default
Remade entire vtuber-filter component to use mat-menu. Added search capability

UPDATE (as of April 29th, 2024):

Added under-constructing Compare page in the newly added General Section in sidenav
More localization fields
