As of 1.8.3 the negative bonus section is impacting damage instead of to hit.
Prior versions offered this correctly which allowed the user to create masterworks or dual handed weapons where there is no modifier to the damage, and only the hit roll. There is now no way to change to hit other than AB or associated attribute (which would instead impact all weapons). Damage can already be modified in the damage calculation section for individual weapons.
