Using Group Initiative select PC and Monster Actors and Add to Combat. In the Combat Tracker the order of Actors within the groups is an unpredictable order determined by Foundry VTT.
It could be useful to have an order where, for example, PCs act before Retainers within the player group.
This is not a particularly important matter. The issue arose because I was asking about the Actor order in case there was an existing useful order that I was unaware of. Currently I just move the Combat Tracker cursor to allow my PCs to act first, then the Retainers after.

Why?
Currently when using Group Initiative the Combat Tracker displays the actors within each group in a Foundry VTT determined manner. It might be useful for those of us using Group Init with, for example, PCs that normally activate before retainers to have some sort of predictable order supported by OSE.
