Fix the layout in case of decreasing the screen width - make it responsive mobile displays.
Outage events not getting recorded correctly on Firefox - Radar PU
For Comms PU - Outage Event should be based on the instantaneous Data Rate (not Avg).
If simulation starts in an outage condition - that needs to counted as an outage.

Handle outage event use case - if the signal remains under outage condition, don't increment the number of outage events. Default value for Data Rate Threshold - 2 (for all exercises) Preselector bandwidth to remain constant across the entire frequency range
