Update disclaimer text for new users #15

Currently refers to Utrecht.

Develop this in cooperation with Surf.

There is also /tempZone/yoda/terms/default.html

Can be changed as admin, currently empty.

What it looks like now:

The disclaimer text is in: https://github.com/UtrechtUniversity/yoda-external-user-service/blob/release-1.5/views/activate.phtml

and can only be changed by Surf

We have our own terms of use document now, but still need a suitable VU website to host it....

VUnetID users don't need to pass the activation page. We should show the terms-of-use somewhere after login, or link it on the home screen?

We are now hosting the terms doc at https://yoda.vu.nl/docs/terms_of_use.pdf
