project and database restore #27

Together with SURF workflows should be developed for folder and project restore from backups. Some test cases, roughly ordered from expected to edge:

  1. complex directory tree is deleted and needs to be restored within 3 days (admin version of #4)
  2. a project is deleted and is requested to be restored within 7 days
  3. a project is deleted and is requested to be restored within 30 days
  4. irods database corruption/crash is reset
