PWA themeColor is not picking value from manifest.json file

Even after changing the value of theme_color in the manifest file. On doing dist build index.html still uses default vue color #4DBA87

I had this issue, in your vue.config.js add

...
module.exports = {
  pwa: {
    ...
    themeColor: '#000',
    msTileColor: '#000',
    ...
  },
...
