vue-cli打包lib时请增加esm的format选项 #7066

What problem does this feature solve?

看之前的issue（#5888）说要增加esm需要webpack支持，现在webpack5已经支持esm的输出了，是否也可以增加esm输出的支持呢

What does the proposed API look like?

--format esm
