Documentation does not explain whether the loader rule or the plugin takes the options #2003

When trying to use VueLoaderPlugin and 'vue-loader', the documentation doesn't explain where the options should go. Since in webpack, loaders can have options specified in the use list of a RuleSetRule, they could go there. But the plugin constructor could take them too. The documentation makes no mention of which one should be given the options.
