Steps to reproduce

vuepress版本1.9.7

当我创建这样一个H2标题时

## 测试 <Badge text="beta" type="warning"/>

并且同时使用[[toc]]展示目录，点击目录内的标题跳转到对应锚点时，无法跳转，并且url变成：\ http://localhost:23999/docs/guide/index/#%E6%B5%8B%E8%AF%95-badge-text-beta-type-warning\ 正确的应该是：\ http://localhost:23999/docs/guide/index/#%E6%B5%8B%E8%AF%95
