What is the motivation for adding / enhancing this feature?
purgeLoader is a feature introduced by gibkigonzo in 1.12.1. He is working on same functionality for 1.10 & 1.11 right now.
Thanks to that, we are able to get rid of some parts of the config only on client-side. It is really important because without that, everyone could e.g. access secret key to purging cache.
What are the acceptance criteria
[ ] Part about configuring
[ ] Part about implementing in 1.10

[ ] Part about implementing in 1.12 (because pr is for 1.12.1)
